In Toronto, no, it's legal. In Toronto it is only illegal to ride a bicycle on the sidewalk if the wheels are 20 inches in diameter or greater. Most e-scooters use 16" tires on 12" rims.

EDIT: I'm certainly not recommending it or saying it's a good idea, but it is, at the very least, legal.

The disrespect I have for e-bikes has nothing to do with their fortitude in riding in inclement weather and everything to do with them not following any traffic rules or common practices. I don't envy them at all. They are riding under powered death traps with crap brakes in heavy traffic and running pedestrians off the sidewalks. Not something I want to be doing, thanks.

I see some kid on Unity sun, rain or snow, so you've got to give him credit for that, but mixing right lane by-the-curb 15 - 20km speeds with other commuters at 60 - 80km is a real recipe for a bad rear end accident
 
Sorry I can't do it. I can't endorse it. They are moron's during the best of road/sidewalk conditions. Add poor weather conditions and they deserve a Wiser's clap of appreciation? Not from me.
 
I hate ebikes!!!
Most of the people that ride them in London are alcoholics that have lost their drivers licences.

The only "hard core" thing about so many of these electric scooter riders is that they are hard core lazy. These new electric scooters are the "next gen" of "loser crusiers" like 10 speed bikes with the handle bars turned over, so one doesn't have to stretch so far to the brake while balancing a 2-4 of brewskies on the handle bars. :p And the only "hard core" thing about that beautiful Sporty, is the owner is a hard core motorcycle cleaner. ;)

I've got nothing personally against responbile e-bike/scooter owners who follow the rules of the road and don't endanger others.
However, as others have mentioned, I'm not a fan of those guys on the sidewalk even though they are within the law...I disagree with it and hope the gov't changes the rule to account for this.
A few friends who are cops in Peel have repeatedly told me that most of the guys in their region get these things after they've been busted for DUIs and have lost their license. They keep seeing the same guys over and over riding these things drunk and hitting others and property...those are the idiots.
Hopefully the gov't begins requiring licensing for these things to prevent this from happening and more injuries to property and people can be avoided.

Nothing against it myself either, though I have had a few close calls with them on the road, them moving in my way without looking and dangerous riding. If I get in an accident with them, and its their fault, what happens then? They don't have an insurance, does mine go up? If they are going to be on the road, riding in lanes like any other vehicle, they should have a license and be paying for a plate, plus insurance.
 
I'm no expert but from what I understand...IF you can prove that they are at fault, and witnesses obviously help, make sure that you get their information. This way the insurance can (and will) go after them for the claim and reclaiming their costs that they paid out to your property.
I'd clarify that with someone in the insurance industry though.

I mean, serious accidents can happen in all sorts of ways that we don't insure against. If ebikes should require insurance, shouldn't pedal bikes? There is an argument to be made for it but there is no jurisdiction in the world that requires it AFAIK. Are ebikes more prone to crash or cause damage because the operator isn't pedalling? Or is it simply that these devices have found a niche market amongst drunkards and people with a generally poor sense of balance? In which case do we regulate the whole market because of these bad apples? Is there any alternative?

I have no issue with any peddle bike or anything else of that nature paying some sort of licensing fee to be on the public roads I pay to use with my motorcycle and car. I have seen countless e-bike riders on the road, riding in the lanes as if they were just another car or motorcycle on the road. If they put me at risk, I want them to have insurance, just like any other car or motorcycle driver/rider, same goes for peddle bikes in my opinion.

Yes lots of idiots in cars and bikes on the road, but they pay insurance and if they are at fault in an accident with me, its simple. Not sure what would happen if an E-bike caused an accident with me on my bike and it was their fault. If they are on the road, in a lane for cars/motorcycles, they should have insurance and be plated in some way, just as any other vehicle on the road.
