The solution is toll roads. Politically impossible, but economically necessary. Want better traffic? Price it.
The whole "I pay for roads with my taxes" thing is misguided, since the roads are already built, and your taxes go to paying public employees and to paying the interest on the debt raised to build the things. Municipal debt levels suggest we aren't paying it off anytime soon. Regarding your tax dollars, they keep a key voting bloc and their households employed, but not much else. Your grandchildren will be the ones paying for the roads we are building now, and they will still be too young to understand when you move on.
Short term solutions would be deregulating transit so that people can operate private cabs or buses like they do all over the southern hemisphere. It's an affordable way for the poor to get around without massive infrastructure spending. Otherwise, the only way to improve traffic is to make it cost people money.
