Tory takes aim at noisy motorcycles

Mayor John Tory is revving up the fight against noisy nuisances on Toronto streets.
In a letter obtained by the Star, Tory formally requested that the city’s licensing and standards chief look at excessive noise from cars and motorcycles in a review of Toronto’s noise bylaw.


[FONT=&quot]“It is my view that over the past year in particular, this has become a much more widespread problem affecting quality of life for residents and visitors alike,” he wrote to Tracey Cook, executive director of municipal licensing and standards.
“It is disturbing people in their homes, during the day and at night, it is disrupting business and it is having a negative impact on tourists, all in the apparent cause of feeding the egos of inconsiderate people.”
The bylaw review is currently underway by city staff and is due to be completed by the third quarter of 2019, with a report to council’s licensing and standards committee.

[FONT=&quot]In his letter, Tory requests that staff look at best practices from other cities in Canada and the United Kingdom, which include new and improved technology and higher fines for non-compliance.

[FONT=&quot]“I know the City of Edmonton is examining the use of red light camera-type technology to capture the licence plates of vehicles which make excessive noise,” he wrote.
“Other cities have put electronic signs into place which offer a decibel level readout. London, England has established substantial fines for excessive vehicle and motorcycle noise.”

[FONT=&quot]Tory also requested that staff look into having bylaw officers take on a “greater role” in enforcing excessive noise rules, rather than relying on “busy” police officers.


“This is a problem which has spread to different areas of the city, from the downtown communities close to the lakeshore and the Gardiner (Expressway), to various areas adjacent to Bloor St. and to tourist areas like Yorkville,” Tory wrote.
According to the City of Toronto website, the current bylaw prohibits noise at times when it is likely to disturb others, and complaints are generally regarding construction, loud music or barking dogs.
Municipal work and work in emergency situations are exempted by the bylaw.
“Even in a busy city there have to be limits and ways to enforce them,” Tory wrote. “As one resident recently said to me: ‘We don’t want to become the city that never sleeps.’ I agree.”

Sigh. Very little research will show that edmonton's trial system (similar to noise snare) will not pan out.
If he wants to do something about motorcycle noise, something very close to j2825 is a great idea. I was talking with mlse and the biggest problem is enforcement. Mlse has no authority to pull over a vehicle and the police have less than zero interest in allocating budget and manpower to vehicle noise.
This seems like a desparate attempt to buy votes. He has had years on the police services board to try to do something and hasn't.

Wtf this province is trying to kill motorcycles all together. Weekly fatalities, sky high insurance rates .. and now noise too? Loud pipes are what's keeping us safe.

I consistently see cagers checking their mirrors when I'm approaching them on the highway, so they're aware of my presence.

We still have free parking and hov usage in the city, lane filtering coming soon.

I think they welcome responsible motorcyclists, just not the other kind.

Sorry I don't buy that. By the time I here pipes the bike is passing me or already in front of me. Not coming towards me. Unless they are horrendously loud in which case they should be banned.

I have an aftermarket exhaust which is baffled. Cagers can clearly hear me when I'm approaching them, before I pass them. It would be horrendously loud if I were to remove the baffle, but it's not at the moment.
 
Meh, I might get backlash but I have to agree. Some motos are extremely loud and obnoxious. I ride a quiet v-strom and glad it's quiet. Living in a quiet neighbourhood I can hear a single rider blocks away revving for no reason.
 
I do understand the need to be noticed. I had a Harley. Now ride a FJR and I feel more safe on the Yamaha then the Harley. More power, better lighting and better brakes. This is a debate that neither side will concede so to each his own.
 
Riders revving for no reason are indeed very annoying.
I love motorcycles and the noise they make but I also understand the annoyance of non motorcycle riders. It's loud as f*ck lol.

If loud pipes are what is keeping riders safe, how do the rest of us with quiet pipes get it done?
Skill? Lol. I had quiet pipes for the longest time and had several close calls with drivers merging without seeing me. So I started riding a tad bit aggressive and didn't have any issues. But now that I have somewhat loud pipes, most cagers simply move out of the way or don't bother switching lanes until after I pass them.

In my experience atleast, it helps.
 
There was a study done years ago about the noise problem in Halton (15 sideroad yo) I believe the study revealed that dump trucks from all the local limestone quarries was a bigger problem decibel wise.Is this a social issue maybe?
 
One more reason to stay away from Toronto.
 
My SS bike is pretty damn loud. However I continually check with a Db app on my phone and other high grade decibel reading equipment. It is very loud but still way under
j2825 standards.
That is the only reading they can use to regulate noise.
Most SS exhausts are made to be under this regulation.

Harly's are the ones who should worry.
 
There's already laws about motorcycle exhaust. Who is going to buy Toronto police the noise measuring equipment to enforce them? Tory once again proves he's an idiot.
 
Sigh... this f-up city has much larger issues they could tackle...
Once the counselors are down to 25 they can prioritize better..
