Her going to the media screwed up whoever's plan it was to use her as a patsy to divert the funds to themselves.
The next obvious question (to those on the outside anyway) is how many others are in the same situation. When the budget balances itself, the more people you pay, the better the economy is doing. Getting work done doesn't even need to be an afterthought. Payroll props up gdp. Bonus points when you are employing disabled women.

My guess is someone inside "hired" her and didn't tell her, hoping they could get the paid out sum up to the $30-40K range then send her a notice of an accounting "error" along with a legit looking link for her to "return" the funds to. A year on when the CRA (if it wasn't someone there in the first place - they are known to have workers running scams through the department) finds the over-payment and sends her a real notice to repay the funds.......along with garnisheeing her wages, if any and freezing her bank account.
 
Had that happen at a bank after they laid me off. Took three phone calls over three months to get them to stop paying me. They told me that someone would call, and we'd politely discuss what happened, during the first two times I called, but nobody did, instead they froze my account and bounced my rent cheque. Then some stupid person accused me of attempting fraud. Made me kind of glad to be gone. They eventually apologized and unbounced the cheque.

At another bank, someone took out a loan for $1,000 and was paying it back with my bank account and money. They fixed it, although I think they screwed me on the interest, and I never heard who made the mistake, if it was one.

My wife couldn't get EI stopped when she went back to work after less than a year of mat leave. We notified, payments kept coming. Eventually we got a grumpy letter with a short time to repay. Money was sitting there waiting to get info on where to send it.
 
Payroll is budget.

If you don't use it, you lose it the next year.

Was in corporate sales for most of my working career. Wined and dined my fair share of government middle management types who specialized in building fiefdoms of personnel and budget. Went far beyond job justification and ego. The more fat you put on, the more buffer you have when the budgets get trimmed.

They know how to play the game well.

In a similar line of thought, a town in the USA passed a motion regarding land use after a significant hearing.

People against the resolution started a petition to reverse the decision but after a long process they lost. The town successfully sued all the signatories on the petition, five figures each. Don't want to pay? It'll go on your tax bill.

Total pipe dream but if we eliminated voter secrecy and at the end of a term the voters of spendy politicians got the debt bill, nah too much sense.

Here, with the Anti-SLAPP laws, that is a no go. Sadly, you can file baseless and asinine lawsuits to tie up anything and your downside is roughly limited to your lawyer bill (and the bleeding heart courts often make the evil municipality/developer pick up much of that bill too). If the core of your argument is "not in the character of the neighbourhood", that should be the end and you shouldn't even be allowed to file. The whole point of changing land-use/zoning is explicitly to change the character of the neighbourhood. The controlling entity thought it through and think there is a better option.
 
Many media outlets are saying that there was provocation of the other fans before the fracas.
More of a F around and find out situation.
A couple of our glorious political parties just proving that they need to leave the room when adults are talking.
