It doesn't say anything specific about motorcycles, so I assume it's for all vehicles. If there's something separate for motorcycles, ignore the rest of this post.
Confusing read for sure.
But in my translation, Second paragraph under Q5 says 'rebuilt' Albertan can be registered into 'Salvage' in Ontario.
Then the second paragraph under Q9 says that after passing structural and safety inspection, you can change to 'Rebuilt'.
Then Q10 kind of expands on the second paragraph of Q9, ending with a sentence that it can be legally be on road.
So, doable? I don't know how much these inspections cost but 1k for bike and going through hassle might be worth if you really want it?
Edit: my interpretation is that only if it's been branded as irreparable at some point, there's no avenue to legally put it on road
