I've always had a soft soft for the V-Rod powerplant, too bad the Motor Company couldn't have stuck it in a rolling chassis that didn't look like something out of a Buck Rogers movie.Here's one (cheap) barely broken in.....

That's no 650 - looks to me like a 2nd generation 250 or 500 Ninja ? Whatever, it's a $300 junker.
"Will run" is a bold assertion considering what I can see of the wiring harness
I'm also extremely skeptical about their optimism on the tires. "Tires are great" seems unlikely as it's been sitting for quite a while. Maybe not much wear but almost certainly garbage due to age. If someone offered him 300, he should take it and run.

Pending the buyer reviewing the car condition report that the seller bought from a website the buyer specified? Seller obviously isn't all that bright. Maybe he's waiting on a cheque from a Nigerian prince that has to have it.
