Those tires definitely need to be changed out regardless as I'm sure they are still original based on the stated mileage. That said, there aren't a lot of 500R's in good shape out there. Most people beat the c**p out them because they are fairly durable. Most have been down or the plastics are all scratched up and generally rough looking, etc. That said, that price isn't all that bad if the bike is indeed in good shape. Knock off a couple of hundred off the price for some new tires and away you go.

first bike has never been raced but hes takin it to the track a few times, would that not count as racing lol

Nope track days are not racing. I wouldn't hesitate to buy a bike that's seen the track a few times, as long as it hasn't been down who cares it was ridden in the manner it was intended to be used.

Anyone who's in tune with the Canadian road racing scene should be able to decipher that username.

Installing a fender eliminator and flush signals means **** all.
