Original price 16k asking price 13k, good/bad/ugly? I'm thinking seller will likely take more of a hit and as a buyer not sure if 3 k is enough to sway me to buy? 2013 model cruiser

He needs $5500 to pay off the bike, and the UVIP is likely going to show that.
Also, many people think used bike sales pay no tax.
