Been riding the HOV lanes since they opened them up to bikes. You will generally be aware of who's gonna jump into the HOV lane improperly by their previous actions.
The left tire tread advice is something I would re-think. If speed of traffic is relatively similiar, there is zero chance that race car driver is going to see you. The drivers who cross the double whites to gain a second or two aren't the same ones that can't drive in a straight line or are on their phones. If anything, they are hyper-aware of their surroundings as they are trying to win the Indy4xx. If they can't see you, they'll assume its clear and that its another 1 second saved on their commute, do not cross lines don't apply to them.
The ones who drift in lanes are not specific to HOV lanes and no special highway riding strategies are needed.
If one lane is free and clear and other lanes are at a standstill, be careful of a car making a sudden lane change. HOV/not HOV/city street this is basic knowledge and experience.
