That car must have just been driven off the lot. No rust on the rear quarter panels.
 
When I was a kid, just about all cars had big square rectangular chrome bumpers that were tanks. It was easier to mount front plates back when the surfaces were flat and perpendicular to the ground.

The insurance industry must really hate bumpers now. Both front and back are painted Fiberglas or plastic over the actual protective part. Every time there is a scratch or ding the entire thing needs the attention of a body shop and parts counter.
 
Also, additional cost. The bracket adds cost to the vehicle and so does the extra plate. Not to mention additional waste/garbage.
 
This actually matters to some people?
