Im pretty sure there is an unwritten exception when we are talking about Groups that we are in combat with or ones the Government considers as terrorist I take that based on the fact that prosecution requires approval from Attorney General . But more specifically it would not be an offence to say "We should kill all ISIS members" as they don't meet the criterial for an identifiable group and they probably don't meet the criterial of being members of the Public. If you said "we should kill all muslims" then yes it could be.
Interestingly enough I'm not sure from the reading if its considered a punishable offence to call for genocide if the people you are referring to are outside of Canada. EG if you said we should kill all the christians in the US this might be ok legally.
