I get that part, but 110 is probably a statistically insignificant increase. I would wager that the 85th percentile speed is already higher than that (especially in the areas chosen for the study). People drive the 85th percentile speed, not the speed on a sign, so nothing has changed.They are trying to determine if increasing the speed limit is safe or not.

Look at where they picked. Wide open, lightly travelled roadways. I think they looked for the answer they wanted (ie. speed limit increase has no negative effect) and designed a trial to achieve that result. Just before the next election, they release the results and say since 110 did nothing, if re-elected, all 400 series will be 120.I'm no traffic engineer, but maybe it's to see if there's an average decrease in congestion. Eg. get the cars to the destination sooner, less cars on the road at any given time.
