I was being a little sarcastic...any approach here is going to have to have many prongs...starting with how we deal with mental health issues generally in society, then how we put this into the framework of gun ownership without a collective punishment element. The illegal importation thing is the too..but that takes money to solve and there's a lack of that right now.
For a minute I was thinking you were advocating an armed society in canada because of the armed idiots to the south who might pose a threat. Maybe one day, when they invade with water tankers.
Canadian law explicitly provides options for anyone who observes such behaviour. Bourque was known to possess firearms, and was showing dangerous signs of mental illness and perhaps violent intent. Anyone could have notified the police or the Canadian Firearms Centre, just by making a phone call, and explained their concerns. The police could then have visited Bourque, seized his firearms and taken him for psychiatric evaluation. This sort of thing already happens. This is not science fiction — it’s part of the daily duties of our police forces. Sometimes, such interventions are eventually deemed unwarranted, and the firearms are returned to the individual. Other times, if it is concluded that they are indeed a threat to themselves and others, even if institutionalization is not called for, the police can keep the guns effectively indefinitely.
Though the system can be abused, on the whole, this is a good thing. Mental illness can develop without warning and police need the tools to disarm people before they become violent. But the public — specifically those closest to these disturbed individuals – are the only real line of defence here. Very few people are kept under active police surveillance, and rightly so — this is a free country. The tradeoff must be that the public will be the early warning system that detects signs of an impending slaughter, and informs the authorities before the bullets fly. Talking to the media after a shooting about how your buddy had gone weird is all well and good, but maybe telling the police before anyone dies might work out a bit better for everyone?

I'd be careful about promoting the idea of reporting someone to the police because of a questionable point of view or opinion. One only needs to look at the threads on this site and anything could be considered alarming by some sensitive soul Diesel you've posted in the thread what rifle should I buy among others (not accusing you of anything) In the current environment caused by the incident in Moncton anybody with an axe to grind could make grieve for any number of posters on this site.
He had reportedly taken to making vague statements about planning to go out with a bang and take people with him. People close to him said he was often speaking of a war playing out in society, and expressing disgust at those who wouldn’t fight. And most worrying of all, he had recently quit his job, reportedly isolated himself from loved ones and, according to Business Insider, had recently visited with his childhood best friend. At the end of the visit, Bourque apparently wished his friend well, said they probably wouldn’t see each other again, and left.

He was arrested and taken into custody not long ago....night at the police station will not be an enjoyable experience for him....
