Canada has a lot of sneaky protectionist practices, most driven by special interest lobbies. These practices don't benefit the country as a whole, they benefit small groups -- usually farmers and their first-level producers like Dairies, Fromageries and small groups of established importers. Do we still need consumers to subsidize wealthy Dairy and Poultry farmers and producers? No, but their lobby is strong and politicians have proved unwilling to fight them. We did dump marketing boards for Wheat, corn, pork, beef, fleshy vegetables, oil & gas -- those markets became more competitive
Heard a guy on the radio talking about the dairy marketing board (quotas). It was brought in to save dairy farms. There were 150,000 farms at the time , today there are 8,000 farms remaining. It's not working and our dairy cost 2x the price in the states.
He also touched on how our telcos are also well protected (big lobby??) and that Canadians pay the highest phone rates in the world.

Dairy, poultry, telecom, insurance, groceries, internet, energy, tv - all protected by powerful lobbies.

My BIL is a farmer. They had milk quota in the 80s, one of those 150,000 farms with a few dozen cows. The board got controlled by rich farmers who made it impossible for small farms to BIL, like most sold their quota to wealthy milk farmers.

Today those 8000 farmers don’t drive tractors anymore… they roll into the local coffee shops in shiny 3500 Denali’s and Longhorns in the summers, sip frozen margaritas from their dprawling ranch homes in Florida in the winter.

All subsidized by rich Canadian consumers who drink milk.

A farm with a restaurant down Niagara way had some chickens but had to buy the ones for their restaurant due to the board. They could sell a couple of dozen of their own a week roadside, dirty and poop covered. The dirty ones lasted forever on the kitchen counter compared to the washed ones from the board.
