Honda Canada has the cbr250r for 300 bucks more than a grom, 800 if you want abs.

There's also the Sym Wolf 150 that is made in Taiwan. I saw one downtown it even has a tach and centrestand. It's small but for an urban core it's probably just fine.

We used these in Motorcycle safety training here in London, at Fanshawe. CBR125R (First gen), Sym Wolf 150 and a Honda CRF that was carbed and looked similar to the Sym. It didn't look like an offroad bike but I think it had CRF150 moniker or something similar.
How tall are you?

OP, what are you looking for?
Is this your first bike? Is insurance a problem? Will you ever get in the 400-series highways?
yes, its my first bike.insurance is not a problem but both bikes are priced pretty much the same with the misfit being cheaper by about $50. No 400 series highways planned...
Everybody on this board hates scooters (except me and a couple of others). And I mean, hate them!
But maybe another choice for you would be to buy a used 250cc scooter (Vespa) that can do up to 140 kph, therefore highway capable, and give you endless pleasurable hours of riding...... and sell it in a couple of years for close to what you paid for it...
Go and price a used Vespa.....
Yes, they aren't cheap, I see some in Kijiji at $4 to $5 K... but why pay $3,000 +++ for a Grom that can barely reach 100 kph?
An option is to pay more for the vespa but you also get more performance. And with the vespa, the OP can get in the highway if he is ever ready or willing.
Just an option...
Yeah but have you seen the price of scarves these days? OP would need a bundle of them to stay up to date with the latest fashion trends. Can't ride a Vespa without your scarf trailing in the wind.
