No, it's not proof if it's a lie. Find me the guy who caught that on tape, or video - that's proof. Anyone can say anything about anyone. Doesn't make it true.
Another update. Now you need to take a driver improvement course from an approved provider with 60 days of conviction. There aren't that many convictions so this is mostly political marketing (although now that a conviction generates revenue for donors, maybe that will change).
On a slightly related note, ICBC made an online driving simulator to help teach people what they are supposed to do as so many drivers suck. I haven't tried it yet.
