Since we are looking to modify laws and regulations...

How about a graduated licensing system required for pedestrians.
For pedestrians who have a P1 there shall be no walking across the street without a pedestrian who has a full P license.
For pedestrians who hold a P1 or P2, no alcohol level above 0.08.
And demerit points for stupidity (ie: not looking before crossing roads, texting while walking).
