That may be the widest bag mounting I have seen. Those look like normal nuts. I would be doing something to make sure they don't come loose (lock tite, double nut, nyloc, lock nut, etc)This is safe for work..

So it looks like the brackets for the side cases were extended to clear the turn signals, which interfere because of the fender eliminator. Is that correct?

I can't believe people think this mod is cool or something. I often see a modded up 97 Subaru Forester around my area, just is very amusing.

100%Probably the widest bag mount I've ever seen, but I guess it works.
Honestly, if it were my bike I'd be looking to relocate the turn signal mounts so the bags can fit properly without those spacers. I've no idea how strong the mounts are or their weight limit, but placing them out so far increases the weight or leverage on the mount itself.
If he runs bags most of the time, I would be tempted to put the signals on the bags. If he flips back and forth, probably also put folding signals in where his stock ones are to allow me to flip them out when bags are off.Can you move or replace the turn signals to something more streamlined? I like the bags….but that’s one wide motorcycle.
If we were allowed to lane split it may be a bigger issue than just looks and air drag.
