The Captain was one of the first off the boat and safe, left senior officers to sort it out. Just like the last Italian cruise Captain that lost a boat a couple seasons back. That's why he is charged with what he is, convicted will be another matter, but you dont get to beat the passengers to shore. Maritime law is pretty clear on that. There is enormous responsibility that comes with that license.

I mean, it certainly doesn't look good for him.. I just like how the Italians immediately jump in and charge people without really any solid idea of what happened or why.. You're assumed guilty and have to prove your innocence..

I'm going to bet there was a bellissimo party going on, too many systems on that boat for multi- level failures without the help of human input. Hard to call in a mayday when the Coast Guard is going to ask, who's calling please? and the guy on radiophone is a 2nd assistant to the buffet manager.
