I might not be up on the science of covid as much as some folks here.
But testing for antibodies would be a way of cutting at least 50% or more of the vaccine requirements

Travellers entering Canada through the land border will soon need to provide proof of a negative COVID-19 test before arrival, Prime Minister Justin Trudeau announced today.
I'm sure the snowbirds coming home in their million dollar motorcoaches will be horribly put out by this orwellian action that might cost them time and money to adhere to.
Paying for daycare sucks. It also encourages people to have roughly the number of children they can afford to take care of. If you make everything state sponsored, some people figure out that between covered expenses and gov't cheques for each kid, cranking out children is a viable career on its own. Terrible plan.
Hight cost of daycare today is largely the result of the Ontario Liberals plan to force Ontarians into another job subsidy -- they changed the rules when they were bleeding manufacturing jobs out of the province.
When my kids were small, lots of moms did home daycare. Many took in a few kids which let them stay at home. My friends at the time took in kids for $100-125/week, which provided them a modest income and the family that needed daycare a reasonable expense. Prices also stayed reasonable as there were no receipts, tax or declared income -- gov't had turned a blind eye to this since the beginning of time.
The liberals at the time stigmatized home day by labelling it 'unlicensed', they also clamped down on taxation which killed the economics for both users and providers.
The liberals took credit for creating thousands of 'new jobs' when all they really did was transfer home workers to the job number boards. Workers lost as they headed straight to minimum wags (about 1/2 what they made at home) and users lost as the cost of daycare doubled within a few years.
the government has a duty to protect the people from harm, that duty should supersede your individual rights.
you`re still free to leave the country and come back. but by doing so you've acknowledged that there is risk in travelling while the rest of the world grapples with what we're trying to deal with in our own backyard. And as such your 'rights' are reduced until you are deemed to not pose a threat to the rest of us.
i get their angle, but i don't agree. the good of all has to trump the good of one.
EDIT: most arguments I've read so far say it's cruel and unusual punishment, i don't see what judge will support this.

Mobility rights provide you the right right to enter and leave -- which you are still free to do. They do not guarantee you any freedom from rules that govern your entry or exit. For example, you cannot wander across the border into Canada without following immigration and customs rules, you can't leave the country if you are a criminal restricted from doing so.
Same goes with entering the the country. There are no guarantees that you can roam free if you are suspected to be a danger to others.

When you arrive in Canada and are a citizen or landed immigrant . You cannot be denied entry . You follow the laws of Canada not mandates made up for the day .
If you are demeaned to be a danger to others when entering Canada . You are to be taken to court for a hearing . You cannot be arbitrarily detained .
That is why we have laws . Show me where in CC they can detain you for a covid test or force you to quarantine facility without a hearing . What the government is doing is emergency measures . Not laws . Hence they changed their tune to fines not quarantine hotels .
