But seriously, Stalin and Hitler labor-camped enemies of the state and Arpaio over did things with his unbridled brutality, probably caused by a need to make up for his lack of childhood self-esteem or something of the like.

I'm suggesting a reasonable labor under reasonable laboring conditions to achieve a net-benefit objective for society, to pay back (possibly overpayback, I haven't decided yet) the detriment they caused earlier. A volunteer basis for reduced time would be acceptable, as well.

I suppose making them work for the rest of their lives in labour camps and pay back to society is a better way for punishment

That would be acceptable in principle. The implementation would be quite complicated though. The system would likely become privatized / for profit, which is unacceptable. Also it would be very hard to prevent abuse and ensure everyone is treated equally. All in all, the price of logistics would probably eat up the benefits.

I'm not sure the general public would appreciate seeing a sign like this in their neighborhood:

I say keep them stamping our license plates and such. They don't need to walk the streets in a chain gang for that.

It wouldn't have to be privatized at all, it could simply be state run according to some set schedule/agenda, the contract to dig the tunnels.

Nobody would see any signs, subways run underground :P

It wouldn't have to, but it likely would be. Heck, they privatized US prisons even without that and Canadian government is building new prisons and enacting new laws while the violent crimes have been on decline for 20 years.

I'm sure there would be enough objections to that too, although I honestly can't think of one :). Cruel and unusual punishment due to lack of sunlight?

Kidding aside, forced labor is not acceptable (I think there's a UN declaration/resolution on that too). Some kind of voluntary participation by those convicted of non-violent crimes may be OK.
