I have worked in the dealership world for almost 40 years, its not a thing to have people come back and retorque the wheels.
It’s because most people are lazy and don’t bother. I’ve never had a customer come back to torque the wheels.

When I do my wheels, or family member wheels, I retorque at least 2x…not including a Check after a 10-20min drive following installation.

So 3x retorque just for peace of mind.
 
I have no problem shaming the guy who installed my wheels once, only to have one of them almost come off in about 5 kms once I hit the highway - even though the wheels were torqued to the correct setting. That guy was me...

When I removed the wheel to figure out what went wrong, the threads of the studs looked shiny like they were stripped close to the hub. Looking closer I realized the threads weren't stripped, but clogged with aluminium. My best guess at what happened was that the studs rubbed against the lug nut holes during removal/installation, scraping off some aluminum shavings, which then got compressed into the threads when the lug nuts were torqued down. Over enough wheel change cycles without noticing, there was enough buildup to cause the lug nut to bottom out before pressing the wheel against the hub. Lesson learned and ever since then I make sure the studs are clean when I remove the wheel, and take extra care not to let the wheel drag against the stud when installing.
 
I do our own tire switchovers but if I have to go to the shop for a new tire or any other reason where the wheel comes off at the shop I loosen them and torque to spec as soon as I’m home.
 
My last tire install was at Costco, they also told me 40km. Must be a liability thing. The location is 20km from home so I just checked when I got home and again the next day.

I have had experience with a loose tire as well. Similar situation when my wife went for a service and told me it was making noise when she got home. The noise was obvious and present in this case. Lug nuts were finger tight. I called the service manager and he said it was probably done properly and needed a re-torque...all 5 bolts were finger tight so I too believed that the tech was distracted and didn't tighten one wheel. The total drive after service was less than 20km.

While I would have been skeptical about allowing the same service station to touch my vehicle again, I would have given them the option to fix it. Sounds like they were trying to take ownership. Besides a bad google review carries weight, especially with photos. Reputation is worth more than the repair.

The compounding concern is that there will be an insurance claim on the carfax report which may impact the trade or resale value.
 
Had new snows put on new factory Toyota aluminum rims , left dealer and at eighty five kmph fillings would fall out of your teeth the balance was so bad . Christmas so they couldn’t get me back in till first of Jan. So I drove my other car, take the truck back and there is a nail in the sidewall , new tire required, truck has less than a hundred k of the new wheels and the mechanic says “ well that nail is why they were out of balance” , um sure , yeah that three inch nail was it , because my Tacoma wheels are built to Formula one specs..
I’ll run it for the winter and when they come off they can go to an actual tire shop. Three grand initially, three hundred for a new tire and they rebalanced ‘on the house’ , better but still not right .

Christmas so they couldn’t get me back in till first of Jan. So I drove my other car, take the truck back and there is a nail in the sidewall , new tire required, truck has less than a hundred k of the new wheels and the mechanic says “ well that nail is why they were out of balance” , um sure , yeah that three inch nail was it , because my Tacoma wheels are built to Formula one specs..
I’ll run it for the winter and when they come off they can go to an actual tire shop. Three grand initially, three hundred for a new tire and they rebalanced ‘on the house’ , better but still not right .

Similar occurrence with my Pathfinder. What a F'n mistake that purchase was. Anyway, I digress. Brand new vehicle and the tires felt like they were out of balance. Shop balanced the tires and took it for a drive - still out. Ordered 2 new tires and problem was solved. At least the dealer did me right. The manufacturer should be converted to making egg beaters but they would f that up too.

As a "courtesy", they rebalanced and things were good after. It shouldn't be a "courtesy" to do the job you were paid to do.

Road Force balance?
I had motorcycle tires mounted and balanced I'm waterloo once. Shook like a mother at 172 speeds. Went back and they were arguing that as shaking was minimal at legal speeds they did their job. Had the same thing at Ken’s Motorworks. As soon as I left and merged onto Hwy it was shaking my fillings out. His reply was that he balanced it the best he can and had no interest in double checking his work. So I bought one of those $100 balance stands and rebalanced the tire myself. It was way out and I don’t know if a weight fell off as I left the place but he didn’t want to check so I’ve never gone back.

Just found out that we had the wrong lug nuts on the Toyota for the winter rims.

What a pain that was on a previous car. Car came with ball nuts. Steel wheels needed cone nuts. Wheel shop said they normally used whatever is on the car and don't care about seat shape. F that. Can't find cone nuts. Dealer says they have them and then hands me balls. Fack. Eventually found a box at an indie auto supply.

Is this about the Toyota mag-style nuts with the captive washers? They CAN be technically be used on steel wheels that have cone seats, as they are designed to work with a steel compact spare. However then the washers are jangling loose, which will probably beat them up slightly over time. In other words it's not dangerous, but not ideal

There was a bag of rusty nuts in the truck. Original owner had a puzzle nut on the summer tires.
 
Those puzzle nuts are fine , until your in ten inches of wet snow trying to find the lock jig nut you dropped . Usually ninety kms from town .

I’ve been fighting a vibration on the winter rims tires. Rebalanced twice. Finally hub centric rings fixed it. Every time wheels off and on return within 200 km to check. One time 3 studs moved just a bit. I know the shop and mechanics I watched them do it each time

My new snows were for a different brand so I needed hubcentric rings. First time I've needed them. They were cheap so I didn't bother trying without them. Needed to sand the rim a tiny bit and pound the rings in. No vibration at any speed I need in the winter.
