Marginal EV range? Are we talking about the same car? (You say later on, that 80km is all people need, so I am confused ...) ... the lowest model ever never had less than 115km of EV range, current generation has about 185km (EPA rated; I'd say 140ish average through 12mths incl. winter and hwy mix). The range extender ICE operates as series hybrid, meaning, it's pretty efficient for what it is. Yes, when ICE kicks in, it's far from the EV performance, but it's really to get you home or to fast charger. So I am not sure how can you even compare this vehicle to bad "hybrids" carrying 10kWh battery and having 20km EV range .... day and night difference.
The BMW i3 is what happens when regulators design a vehicle. It was designed to fulfill California's definition of a range-extended EV so that it could be driven in the car-pool lanes and qualify for some sort of incentive. It turns out that the regulators had a pretty poor foresight of how such a vehicle would actually be used.
Two places (I know of) where they're stored: the lot at the International Centre, where they've been doing hundreds of owner handoffs a day; and a lot visible from the 401, between Vic Park and the DVP.

At one point the argument was that the rebate simply caused the price to increase by the same amount, which was pocketed by the manufacturer. According to that line of thinking, the price won't change.
Doubt that will happen. Instead you'll find everybody denies ever, ever making such a silly claim.
