That's if a new tag isn't posted within 3 hours of the old one being found, the old tag becomes open again lol
But I agree, the last hint was kinda useless

So, what do we mean by "open again"?
Btw, not sure if you're around there. I was looking for it for at least a few hours. And... Found it on my phone through google maps when I got home.

When someone posts they got the current tag, they have 3 hours to post a new tag, during which another rider cannot claim the current tag. If they don't post a new tag withing that time, then the current tag and is open to other riders to get again.
