For me it would depend on whether it was a "proper" 400 (ie designed that way from the ground up) or something like the 400R which isn't "basically" a Ninja 650. It IS a Ninja 650. The engine is pretty much the same except they sleeved the cylinders and use smaller pistons.

Not for insurance it isn't.
If they built the 400, it would be a great bike if they used an updated version of the Honda CB1 Engine, 400cc Liquid Cooled 4 cylinder with almost 14,000 redline and gear driven cams.
Its not a big difference for me. It seems there is a big price jump for anything over 600 though.
Not to mention insurance might classify it in the same ss category.
