By that definition every single aftermarket fender eliminator would be illegal because to some degree the tail overlaps the plate. You'd need to leave your plate setup stock like the pic below. Fortunately most cops let it slide, but that R6 would get the ticket in my opinion.

That's exactly it. Cops see so much of it they leave it be now. They'll only stop the extreme cases like in the OP's link.

I've carried tires on a CX650 Trubo in probably what would be the most dangerous way possible (diagonally around my body, over one shoulder!) but that was a long time ago....
I carried my full bag of golf clubs on my Concours - strapped across the seat and saddlebags.

I think the most dangerous thing I've ever had on the back, by far, is a person.
