what about a bicycle, or an e-bike as the tow vehicle?
wind is less of a hazard if you're going slow
less issues with trailer rules, GVWR etc and the law

There appears to be absolutely no restrictions when it comes to Ebikes - A guy in London has an Etrike and pulls a good sized trailer. Not sure what the combo weighs but it would take out a pedestrian in the blink of an eye. No license no insurance no worries.

I wanna play monkey! Last year at the Grand Bend Festival of Speed I got to hang off a P2 or P3 but this is the one I wanted to ride. In the newer version I had to lean over the fender and couldn't get my face inches from the ground the way you could with the one above.

Don't really understand the question. I wanted to ride the older period hack shown above because I believe that style lets you get much closer to the ground when hiking out over the side. I wanted that rush of rounding a corner with my face just off the ground. That said I ride I did have was a blast. Almost rolled out the back of the chair when I went from leaning over the side to getting down in the chair for the back straight. ALWAYS be holding on somewhere.
 
To make one for street legal will be a huge challenge, for racing it would be much easier. Always wanted one myself, almost bought a triumph powered one out of the back of Ontario Honda in the 1970's but just couldn't get the funds together at the time, it was a race only unit.

Perfect would be one you could ride to the track to race somewhat competitive imho.
Very tempted to build such a ride using my K100.
