What kind of cruiser bike is this?

What type of bike is this, and how does one get a cruiser to look like that since I'm sure it's customized?

Does it entail of a lot of work and expense?

Love the look of it. Seat is not low like a bobber and is almost level with the handlebars, and the front tire comes pretty far out. Beauty.

Completely custom bike, could be looking at 30-40 grand.
Not street legal, looks really uncomfortable (low bars and hard tail, ouch) and about a 50 foot turning radius.
 
Yeah, one off custom probably from an LA shop.
That beauty as you say, has low handlebars and forward controls. Sit on a low stool with your feet straight out and touch your toes for 30 minutes solid. That will be similar to riding this bike.
 

So about 30 grand. I see S&S motors, hardtails, I think of these geniuses...

That's a custom Zero with Brad Pitt riding. Built by Shinya Kimura when he was still with the shop. A notoriously difficult bike to ride with a foot clutch and jockey shift. Pitt was caught on video dropping it in LA traffic and needed a tow home. It's a rolling piece of art but not very practical as a motorcycle and I'm sure he paid a hell of a lot more than $30K.

These guys build custom motorcycles that are one-off and extreme forms of motorcycle art. I think you are looking at a $150,000+ bike. Renowned as one of the world's best custom motorcycle makers. There's simply nothing like them.

Several Zero bikes are for sale on the website, $25-30K.

Motorcycle art: this means bikes that are bought by interior decorators for trendy mansions. They will not be ridden.
Nice to look at, museum-like craftsmanship, but really bullsh-t bikes for guys like Brad Pitt to ride two blocks to get a latte.
