Sorta. Japanese and European cartridges are a different shape than NA cartridges. Japanese cartridges fit in a NA SNES with a simple mod breaking off some plastic tabs. NA cartridges will not physically fit in a Japanese set. You can get an adapter to make them fit on top, unscrew the cartridges and just insert the raw board, or get a multi-cart like SD2SNES.That is pretty cool. Definitely a +1 over the retrcon (sp?) unit
Edit: kid just said that he thinks it will only play the Japanese cartridges. Any truth to that?
Bought GTA Online last year when I broke my femur and had time to kill. Fun for a while but the stupid long load times, buggy PC performance, and general incompetence of most players had led me to stop playing. So many times you get 90% done a heist mission and somebody quits which then boots everyone and you have to start over which is infuriating.
If you are looking for sales subscribe to the dealzon.com newsletter. It gives you a daily list of what games are on sale and where. Really nice for picking up games for a couple bucks without having to check a ton of websites. Steam rarely has the best price even during steam sales.Typically also keep tabs on Steam for sales, and pick up things I want when the price is right (even if it means waiting). I'm also not into any winter activities, so buy/acquire in the summer and play in the winter happens a fair amount.

Also, humble bundle is really good for getting a bunch of games for a song. They can be hit or miss but there is generally a few really good bundles per year. Right now they have a ton of Company of Heroes + DLC for $10.
I rarely buy a game for full price any more.
My winter hobby is saving money for racing so I generally play a lot more in the winter.

Dealzon does not sell keys. It merely indexes and lists the deals going on at all the other online retailers. Much easier than checking GMG, Steam, and other sites separately. It also tells you if the price is the lowest ever, and gives a chart showing the price over time. You can also sign up for price drop reminders on a particular game you are looking for, but I haven't found that feature to work all the time.Is dealzon sanctioned/legit for Steam? I've got Humble Bundle, Green Man Gaming, Bundle Stars, and WinGameStore all bookmarked, but didn't have that one yet.
Also it does seem like if you don't mind playing slightly older games (eg. 5 years or so) that you never got around to getting/trying, it's not that hard to find them around 66-80% off if you wait. Currently waiting for the Steam Halloween sale to see what they might offer. Just picked up the entire F.E.A.R. series for like $6 and both Metro games for about the same as well.
