As long as 100% of your trips are inside 160km radius, you can avoid elogs.
My bad, I thought that exception had been closed when elogs went full mandatory. It was a topic of hot discussion at the time.
I have, for years, fell inside this 160km radius exemption so haven't kept full logs forever, but there was still a documentation requirement that I had to carry with me for that exemption. Now that our fleet is all e-log equipped, we don't have the option anymore (we all run full elogs regardless of 1km or 160km radius) but I guess that's just a company policy now. If anyone operates any of our equipment without being signed into that tractor to log the distance, that mileage comes up as "unclaimed" and it pesters every other driver that then signs in after the fact to see if it was theirs and claim it - you have to specifically sign off that it wasn't and have it annotated if not, then it continues as "unclaimed".
