That's called weeping tile. It's what GreyGhost was talking about.

You should talk to your neighbor about installing this. It's not expensive, not hard, and very effective.

If you get a guaranteed proposal and price for the tile it would be an opening for discussion with the neighbour. Either pay for the tile or rip up their yard after paying court costs. Said nicely of course.

Call the city, tell them their catchbasin is backing up and you have water flooding into your basement.

They will show up right quickly.
