You are correct, some MTO offices have a Commissioner of Oaths that can "notarize" a statement.

I did this 6 months ago with a car for which I had co-signed the loan
had to see a lawyer who was very fussy to ensure that the family relationship was indeed true
then charged me $20 to sign/seal the doc
Service Ontario here would not look at the transaction otherwise

AFAIK, the Commissioner still charges you around $20.

quick question, say someones grandfather dies and leaves a harley to his grand kid, even though the young fella doesnt yet have a motorcycle license, can the bike still be transferred to his name? Perhaps at some point in the future he plans on riding it?

No problem, a vehicle can be registered to anyone even if they don’t have a licence.
