But that's not how the program is SUPPOSED to work. Seems like either shops are disregarding the mandatory free collection part of it, or are uninformed.
Those listed on the website are supposed to be free. Was the one that tried to charge you listed?

Oddly enough, I went through Hagersville yesterday and recalled the tire fire. Dumb and dumber. A guy starts collecting tires and thinks he's somehow going to make money on them. A few punks set the piles on fire and we end up with an environmental chit show. The punks got between one and five months in jail. Millions in damages.

My late brother was involved in a pilot project where the tires would be 100% recycled but there are so many scams in the crap to energy, lead to gold, and magic gasoline field they couldn't get beyond the proof of concept stage for lack of investors.

There was a tire dump in the USA that is so huge the FBI got involved due to the massive risk.

BTW I was informed that paper coffee cups are now OK for the recycle bin.

I'd be surprised if the one closest to me takes them without a receipt saying you bought replacements from them. They won't take my oil anymore without one. And if the receipt's a few years old they won't accept that, either. Even though the receipt shows 5 jugs and I explain I buy a lot at once and use it over a couple of years.

Technically they shouldn't be taking your oil at all. They stopped the oil collection program around 2018. But the tire collection program is current, so they're supposed to take them regardless of where you bought them.

No. All these guys are obligated to take them. Yes, many may balk hoping it's someone who doesn't know.

They're re-refiners. However ignorant people may have spoiled the process. Someone may have a half pail of used oil and then throw in some anti freeze and floor muck, not realizing it is contaminating the batch.

For similar reasons China doesn't want our waste plastics.
