They might have pulled the plug slightly too early. Today's announcement is that Step 1 reopening starts June 11th, a few days earlier than planned.
That being said, I'm betting no one really knows how it's supposed to work. I want to pin my hopes on the "Outdoor horse racing and motor speedways without spectators" line, but there won't be any track days if the intent is to limit them to 10 persons like other outdoor activities. No track day is going to be able to run and make a profit with just 10 riders.
