Toronto uploads Gardiner, DVP to province

DF has largely returned funding to all the province's connecting link roads and bridges. Most were less than 3KM.


Connecting links are local cop jurisdiction. For example' of you live in Markham, you get YRP on 7 and 48, but OPP on 407. Head east or north of local cop jurisdiction and you get OPP on 7 or 48.

Same goes for DVP, and Gardiner -- TPS. If you ever get to Timmins or Barrie, you'll see the same on 101 or 26.

I don't think it was downloaded. The west section was enveloped into Toronto during amalgamation, the province completely rebuilt that section into 10 lanes before giving the roadway and lands to Toronto -- it wasn't foist onto them.

As I speculated, the province did not "download" to the cities in 2013 they just stopped a program than helped cities pay for roads (cut the subsidy).

If you cut a subsidy for building sidewalk cafe's to support businesses thru a pandemic, that's a different form of subsidy than perpetually funding the cost of a road.

"downloading" is the term used to describe the process where a higher level of government shifts costs or responsibilities to a lower level of government. That's what happened in 2013, removing a long-standing subsidy program that shifts the financial burden for a continuing unfunded program (like maintaining an important transportation link) is downloading.
 
Doug Ford's obsession with Ontario Place is comical, you really have to wonder what he promised someone. That said the area as it currently stands is dead land, at a certain point even a spa/casino is better than nothing.

The Gardiner/DVP news is good. It's a huge budget hole for the city and the province being involved protects it from any harebrained schemes like tearing it down.

99 year leases on public land that is easily accessible are always a bad idea imo. Hell, even in the middle of nowhere 99 year leases are a bad idea. Something like 30-35 year leases allows for a life cycle. Build, operate and profit, both sides can negotiate renewal. Very few things have a 99 year lifecycle without substantial redevelopment and you never know what the land/economic climate is at the time. Thermea doesn't have much to lose. They can overpay for the first few years but worst case they go bankrupt and are free. Government is stuck with renting out land at grossly below market rate for a century (see 407 or Toronto island houses for good examples of long leases going badly).

Wait until the province concludes it's not worth trying to keep it from falling down and decide to go with a street level replacement going forward. 10 years of slow motion conga lines everywhere between the 427, the DVP, and south of the 401.

SLOW AND ANGRY conga lines LOL

I'm glad i took up biking a few years ago considering i have to go in the office a few times per week
