do you think the $4500 price is reasonable if the bike is found to be free of any issues?

I like the orange colour.

I think it's fairly reasonable. It's got all the extras you'd normally want, luggage, grips, windscreen, handguards etc. The luggage alone will run you $2000 with racks. It's ready to roll.
It's worth negotiating.

SSSA and they only post a pic of the left side of the bike and a crappy stock photo of the right? "Runs great, ready to ride" and the right side has recently been stone polished?

I'd still buy it. Nice bike.

Invisible turn signals and arrest-me license plate though. I know these are fixable but I'm so tired of asking if they still have the stock parts and hearing "maybe, I don't know"

Looks like he got a higher rise handlebar as well, the stock FZ1 bar doesn't have any rise to it

That bike has been for sale since this past winter at least. The price is right now, if my memory is correct it was around $6000 at one point.
