Last I heard North Korea was blaming the US government. This was after they threatened "dire consequences" if the US government did not join their investigation into who was actually responsible.
There have been several people that claim that North Korea isn't even technologically capable of doing it. Something about not enough bandwidth for their entire country to even be capable of hacking the amount of data they did.
Then there are conspiracy theorists saying the US government did it to take attention off their torture investigations that are going on right now.
Even if it was N. Korea I fail to see why anyone suddenly listened to them when they've been making threats for years that everyone ignores until now.

China would not play it they are the DPRK's biggest ally. I don't even know if SK would they are more likely than the US to actually have retaliation against them but they do have a pretty open society so i would imagine them playing it. Japan would be the second most likely to have retaliation against them there is still allot of bad blood left over from the Japanese occupation of Korea. I honestly dont think the movie would appeal to Japanese audiences tho.
