You're right, these speeds are based on the average for every wed @ 16:00pm.Try Wednesday at 4:00pm, on the 401, around the 400. I doubt that you'll see a lot over 50 Kmh

So the average on the 401 at 1am in the most urban section of the 401 is about 112km/h (from those pics). Meaning the 85th is probably in the neighbourhood of 120km/h. And there's also a problem using this method, you're comparing the most urbanized part of the 401 to Texas farmland. What are the speeds on the 401 between Cambridge and Woodstock?
