This is a tank bag I am considering. I'm thinking A tank bag will be shielded by the windscreen. In tuck mode I should still be able to lean forward and bring in my knees. Anyone have a tank bag? Does it slow you down any?

I just bought an 18L tank bag. I don't think it slows me down any (it fits completely behind the windscreen), but it is impossible to tuck in with it in place. Not that I was in the habit of doing that anyway...
 
The rider has a much more detrimental affect on aerodynamics compared to a tank bag.
 
I have a small tank bag and it doesn't interfere with riding at all. As a matter of fact I can lean on it on highway rides which makes it a lot easier to do long hauls.
 
Normally, I love Kreiga stuff, but that "tankbag" looks really bulky. Real tankbags are a bit more narrower to allow your arms to move the clip-ons/bars.

Not easy to get at the contents of the drypack as well. Most tankbags have a front-loading zipper so you can get at a cellphone/wallet/sunglasses quickly.

The US-20 drypack makes for a great tailbag though.
 
Based on my (somewhat limited) understanding of motorbike aerodynamics, and making a few assumptions on your height and the bike you have (two extremely important parameters at even begin trying to answer your question), I am going to say that when it comes to aerodynamics, and riding on the street, your tank bag is not something to worry about.

The only legitimate concern I would have is if you can keep your head out of the turbulent air as it rises over your windscreen at highway speeds and how much wind turbulence you can handle. With some experimentation, you should be able to answer the question (fully, the way I understand it) yourself.
