I was curious, so I checked out another local vespa dealer online. The Vespa 946 seems to be some kind of collector's edition. The cheapest model was $8,446, marked down from $9,946; according to the listing, there are only 26 being sold in Canada. The next increment was $10,995, but they are sold out (they are RED, after all). The Armani Edition is $14,995.
They seem to be expensive status symbols or maybe a niche market.
A plain old-fashioned vanilla Vespa Primavera 50cc starts at about $4k.

Maybe I'm misremembering but wasn't there a big thing about chifor racing reselling used parts as new or like new? Or US crashed bikes as gently used?
