There is nothing wrong with the Elite 250, though he is out to lunch with the price. The only problem with those things is finding parts.

He's not doing a burnout, it's an integrated smoke machine burnout replicator kit, I'm sold . :-D
LOL, got a set for $50 and i felt that was expensive! lets not start adding expensive gear/accessories or else this thread'll blow up

You didn't use the oil that was in there at all, why would you need to change the oil?
2009 Kawasaki 250 - $4300... That's almost the same price as a new one...

Ehhh ... the price is more or less in the range of negotiation. And it's not a bad policy to change the oil at least once a year, assuming the bike was ran at some point during that year.
