As much as I want the border to reopen, I'm not sure that is the best idea at the current moment.
The US has hit a saturation point with vaccine uptake. They are sitting at about 47% fully vaccinated, we should overtake them by the end of the week despite having a much later start. Some states only have a low 30% vaccination rate (States ranked by percentage of population fully vaccinated: July 13) The Delta variant is spreading and cases are rising in the US. Not a huge issue at the moment, but may become one very quickly.
Another month will see Canada at about 70% fully vaccinated. We should have a much better idea as to what the risk is to people that are fully vaccinated. I would also like to see the implementation of some sort of vaccine passport to limit border travel to vaccinated people only.

Is the plan a federal or provincial system?Re-open the borders ... to anyone with secure proof of vaccination (and start issuing said proof of vaccination to our own citizens). The EU now has it. Some US states (notably California) have it. Has to be for all means of entry, not just airports. That not all US states are ready for this (and some are reluctant to do it), is their problem.
