There should be bearings very close to that spot. I wouldn't be brazing there.

And I don't have the talent for that operation

The brazing would only be on the shaft while it was out of the bike.

It only works if the bulge of the splice fits through the bore.

Simpler yet, cut the thing in half midpoint and put (weld, braze, thread) in an extension piece. Moot point, job done.
