My question is if the rider crashes and gets hurt or dies, whose fault is it? Rider error, or police for initiating a pursuit?
Forget just a truck tire, try anybody changing lanes. You couldn't see this guy at all unless there was a car behind him. He was wearing all black, dark helmet. It was one of those nights that was just pitch black. If he was beside me, I wouldn't be able to even see him during a shoulder check.

I'd go out on a limb and say that the bike's plate probably wasn't very easy to read/seeI'd hope the cop would be more tactical and follow the rider for a bit and get his plate # before flipping the cherries on.
