My question is if the rider crashes and gets hurt or dies, whose fault is it? Rider error, or police for initiating a pursuit?

Forget just a truck tire, try anybody changing lanes. You couldn't see this guy at all unless there was a car behind him. He was wearing all black, dark helmet. It was one of those nights that was just pitch black. If he was beside me, I wouldn't be able to even see him during a shoulder check.

Doesn't sound dangerous to me.... I always assume I'm invisible to other drivers anyways. Sounds to me like he was sitting behind you to use your lights, and make any passing cars move into the other lane well before they'd risk accidentally running up into him.

Shoulder checks.... Ahahaha, like enough people do those to be a consideration.

Well, he was very stealthy like a Ninja. For some odd reason I thought I pictured the the CBR1000RR Repsol model. I think that's what I saw when he blew by me. Hopefully he got home OK and changed the bulb on his bike.

I'd hope the cop would be more tactical and follow the rider for a bit and get his plate # before flipping the cherries on.

I'd go out on a limb and say that the bike's plate probably wasn't very easy to read/see
