Bike doesn't leave my sight until money, in full, is in my hand.

Every transaction I've ever had usually went like this: Leave a deposit, sign bill of sale. Come back later with remainder of money, then give keys/ownership/bike.

This seller I was talking to was going to drop off the bike at my house, keep the keys and i'd give him a deposit

Can't someone issue a stolen bike if they have the ownership and get police to let them take it?
