I haven't seen an available insurance product. I think you are correct, if left to private sector to provide insurance, they may as well not exist as insurance will make them non-viable. If government provided a plate plus 50k in liability insurance for ~$100 a year, they remain viable. That also cleans up what is probably rampant theft as more and more police are running alpr.
What does $50K buy you if you break your wrist and it doesn't heal right?

The loss of dexterity could cost a lot more than $50K, particularly if it's your dominant hand. Job skills and productivity set you back. Playing some sports or music are affected. Sometimes there is chronic pain.

$1M policies means they are not financially viable and might as well be banned to save the money on enforcement. Many US states have motor vehicle policies in the tens of thousands of coverage. Are you underinsured? Yup. Is it the only way to make the product viable? Also yup imo.

The thought of losing one’s house means nothing to someone who will never be able to afford one.

The victims will sue to the max. The higher the minimum the bigger the suit
 
While the original rules were very short sighted but to be fair I know a few people that had early bicycle versions back then and they are all significantly over 40 kg, around 60 kg+. The DWI hogs at the time had lead acid batteries, the range was very limited and even more so if you hit 35 kph for any significant time, if you could even hit it. Not arguing they did not get it wrong and things like the pedals on the DWI Hogs show how the rules were gamed but the technology between now and then is also night and day different, anything put in place then would need to be revised now.

Fast forward to today and we have lithium batteries, lighter more powerful motors etc. Time to update, I don't see much action at Queen's Park these days to do so.
I bought one for my kids about 15 years ago a GIO. It was a sit on scooter with 24v lead acid. Did 40kmh flat out, range 20km, weighed about 130lbs.

All 3 of my kids rode the shitt out of that thing.

Almost happened in my presence. Pulled into Dundas square with the Duc and was almost immediately swarmed by 4 bike cops. They were giving serious grief to this guy on a red ninja 300 looking E bike with no peddles.

Pretty much “you have 10 minutes to put them back on the bike before we give you a dozen tickets and tow it.”

Oh no. You’d be ID’d for operating a motor vehicle sans plate/insurance. Pretty sure they’ll just throw you in jail until you ID.

If I recall.... they tried to put him in jail because it turns out @Evoex stole that Ducati.

since they didn't actually see me ride in it wasn't a traffic stop, but i'm not about to play this game just to get pulled over later for real and i'm legit anyways. <hand over docs>

Same problem, same solution. Too many people, not enough money to pay for individual vehicles so you carpool. Don't tell JT, he'll probably give them the order of Canada for saving the environment. Carpooling in an electric vehicle is maximum greenwashing.
