Why is that retarded? And I don't think it's the spool but the tab with the threaded hole that needs to be welded based on the blurry pic (OP hasn't confirmed this though). Some bikes (like mine) don't have these to begin with so owners have them welded on.

The tab is one thing... But the spool itself is another! Trying to weld a spool back on IS RETARDED. It's all good though, he just got the name wrong.
