When I was working for an American high tech company we did a trade show in Montreal. No one in our booth could speak French. Most of the people coming to the booth were either fluent in English or made an effort.They specifically state that this is related to out of province. If they meant international, I expect they would say international.

To be honest, 50+ years ago I spent a week or so working on a project in the eastern townships and the people were fantastic.Then I laugh my arse off watching they're commercials ALL IN ENGLISH begging for tourists. Pick a lane.
Meh i dont think they need to beg for tourists. Most of my coworkers have gone to visit it without any issue and thats without me talking to them about it. I would guess a lot of the attitude would come from the "This is Canada and we speak English" crowd trying to make a point. In my case I used the little high school French I remembered and a lot of gestures. It worked.Meh i dont think they need to beg for tourists. But i've got this brown dude, doesnt speak a lick of french that went to saguenay without an issue. It's pretty far from the "main city centers" that have more english and touristy stuff like Montreal and Quebec city but he had no issues or complaints.
Other coworkers have had to work with Quebec counterparts back in the day in previous jobs at different companies on contracts and have nothing but good things to say, and they'd be the first to b!tch at me if anything was wrong lol.
Obviously there will be aholes as well but that's everywhere
Lots of scenic sights to be explored, my parents weren't super outdoorsy so i didnt get to see as much growing up but when i go there now, i try to make it a point to visit something i've never done/visited growing up and am always pleasantly surprised.

A friend and his buddies snowmobiled into a town around Rouyn and someone did someone a favour and when they ran into each other later at the hotel it became a fight over which table could buy the other table more drinks.
P.S. As my co-worker found out, if you can't speak French, speaking English with a French accent doesn't help

I couldn’t speak French and they couldn’t speak English but the project went well. We were eveinvited to their Christmas party. Nothing but good memories.

Isn't that true for most graduating students to go back home?
2. Do not want to spend more money of English universities and not have the students "talent" stay in Quebec
The money is some how to off set the talent leaving Quebec? What is Quebec offering for them to stay?
They are not worried the other provinces might double the tuition for Quebec students?

Ethnic groups cut off from the mother country typically alter the language and in some cases the cut off groups can barely converse with those from the motherland.
Watch some Brit TV. The Brits don't even understand themselves.
Sadly some of the splinter groups feel they are superior to the originals.
