Iirc, there was special moped insurance available. Something like $100 a year. Still not free but far more affordable than most other forms of transportation.
For a start I could go for that as long as the bikes were certified and registered, the rider licensed appropriately.

Yeah, given the low value and high probability of abuse by towing companies, the program should be setup where tow companies fees are considered paid if bike is abandoned or signed over to the company. If $1000 or more isn't enough for a tow company to bother storing a bicycle for a few weeks, they can choose not to participate in the program.

Wouldn't work now though. So much fraud and dodgy insurance claims. Once dirtbags figured out ebikes were a good source of income, insurance would be more than $1000 a year and they would disappear almost entirely.

I don't think the claims would get too dodgy -- most ebikers and cyclists already know if they can crash into your vehicle then borrow your car insurance for income replacement, rehabilitation, and replacing their bike.

I was thinking more of pedestrians stepping in the way to get in a minor collision and then milking the insurance. Much lower chance of real injury than trying to ride the hood of a cage. If you're really injured, you can't double down and get a bunch of concurrent claims running.
 
Every government system in Ontario is clogged up. I work in social services and it's a sh*t show. Unfortunately, I highly doubt things will get better anytime soon.

No deterrents = no resolution. All other aspects of the city have descended into chaos and indifference, why would ebikes rank as a priority.
 
Admittedly didn’t read the article, but wonder if fire hazard also has something to do with this? My condo recently instituted a policy that all residents must register their ebikes and e-scooters for that reason, and certain brands are banned.

There are so many airbnbs and transient renters in the building now who just don’t give a shibbit, so doubt it’s doing much good…

I feel like the cops will have a field day with that one.

That's pretty trivial to beat if you have half a brain. Hell, the scooter company could easily deploy the VW strategy. No steering input and no weight on rear tire, I'm on a dyno and need to behave myself.
 
Think the key word there is “enforcement.” As in they actually make the effort to “enforce.” Not going to Schmidt-talk our friends in blue but I lived in Quebec for 3 years and still spend a lot of time there, and the big difference between Quebec and Toronto is their police are plentiful, visible, not shy about engaging, and still make it very clear who the authority is in the conversation. Aside from e-bikes, now we have a variety of e scooters and powered skateboards vying for lane space. I passed a guy on a skateboard the other day who I clocked at 40kph, swooping and weaving on the road.

Maybe. E-scooters are illegal in most of Ontario and there is almost zero enforcement. Hell, they are illegal in Toronto and on any day, you can see hundreds on the island. An inspector on the ferry could seize a dozen or more on every crossing. Regulations without enforcement are just a press conference to allow politicians to pretend they have done something.
