I bought a used bike from a dealer i paid for it in full cash, so i didnt have insurance so it was unplated and I took delivery of it @ home.Now I want to plate it, would I need a safety for it in order to insure it?

the dealership gave me a vehicle history disclosure form with ticks on wether the bike needed repairs to certain spots or not is that the safety? cause at the front theres a portion under the receipt that says "SAFETY STANDARDS CERTIFICATE" and it says "a ssafety standards certificate is only an indication that the motor vehicle met certain basic standards of vehicle safety on the date of inspection"
